Assignment 4: Develop a position paper for Federal Surface Transportation Bill

Due November 12, 2008, printed, in class.

Your objective in this assignment is to develop a position paper (~3-5 pages single-spaced) for a the next Federal Surface Transportation bill.  You will represent a particular 'interest group', and should develop a position paper consistent with that group's interests and values. You will be assigned groups in class. Your position paper should:

  1. Review the provisions of SAFETEA-LU policy particularly with regards to how they affect your interest group. 

  2. Identify the interests and values of your group.

  3. Develop goals for your group for the new bill.

  4. Document specific objectives, and rank them.

  5. Propose a 2 sentence bill that your group would most like to see passed. In addition to a printed version, Email bill to David Levinson by November 12, 2008.
